LAREDO, Tex.
(KGNS) - Heavy rains this week in Eagle Pass caused a set of contractor-controlled buoys staged at nearby Shelby Park to wash into the Rio Grande as water levels rose quickly, U.S. Customs and Border Protection (CBP) said.
The buoys were not deployed or anchored in the river at the time, the agency said.
