HOUSTON, Texas (KTRK) -- A Houston city councilmember is proposing a local ordinance to penalize people with unsecured loads on their vehicles.

"We've seen so many accidents reported, not only just on our streets and roads but on our expressways," Houston City Council Representative At-Large Position 2 Willie Davis said.

The ordinance proposal states that it seeks to amend Chapter 45 of the code of ordinances to create a local law to combat the issue.
