HOUSTON - Not long after 7 a.m. on July 7, Buddy the dog howled.

"He has a different bark for everything," said Clara, who was born almost 55 years ago in Tamaulipas, Mexico, jumped the border into Texas 26 years ago, and has been living in this corner of Magnolia Park, a neighborhood in east Houston, ever since.
