Twenty-three horses were seized from a Bulverde property on June 5 after a years-long investigation into animal cruelty and neglect, according to Comal County officials.
The operation came after neighbors made a total of 28 welfare concern calls for the horses.
A veterinarian determined that the animals had been cruelly treated and neglected in violation of Texas Health and Safety Code, Chapter 821, officials said.
