A newly obtained briefing document is shedding light on gaps within Harris County's ankle monitoring system after a murder defendant allegedly cut off his ankle monitor and fled the country ahead of trial.

Lee Gilley, who is charged with capital murder in the death of his pregnant wife, is accused of removing his court-ordered ankle monitor last month before fleeing to Italy, where he remains in custody.

He has since filed for asylum, complicating efforts to return him to Harris County.
