MIDLAND, Texas (KOSA) - The City of Midland says a man accused of causing a disturbance at City Hall had repeatedly contacted city employees for months looking for a document officials say does not exist.

According to the City of Midland, on February 24, Vicente Jimenez was arrested and charged for possession of a controlled substance.

Following that arrest, city officials said Jimenez began contacting and visiting City Hall requesting a "Notice of Claim" form related to a potential claim against the city.
