HOUSTON, Texas (KTRK) -- Houston's Combined Utility System, or CUS, has received a negative financial outlook from S&P Global, raising concerns about the city's ability to fund major water and wastewater infrastructure projects and potentially increasing customer costs.
S&P Global still gives CUS a strong AA+ credit rating.
However, the agency changed its financial outlook to negative following significant changes in how Houston funds city services.
