LUBBOCK, Texas (KCBD) - Stephanie Ferran, a candidate on the ballot for the city council district 4 special election, officially announced her candidacy for city council district 4 today at Citizens Tower.

Ferran is a native of Lubbock, a small business owner, a life coach, and a mother of four.
