(KGNS) - Webb County's Scofflaw Program has blocked vehicle registration renewals for drivers with unpaid fines since June, and staff are struggling to match tickets to accounts, creating a backlog.

One woman, who spoke off camera, said this is her second attempt at a registration renewal.

The first time, she paid off her husband's fines.
