GILMER, Texas - Upshur County has joined the effort to create the Northeast Texas Groundwater Conservation District, following a vote at Wednesday's Commissioners Court meeting - the latest development in a months-long regional push to protect East Texas groundwater.

The proposed district would span 16 counties and require approval from state lawmakers.

Legislators are expected to take up the measure when the regular session begins in January.
