LAREDO, Tex.
(KGNS) - The Laredo police chief spent more than an hour at city council explaining what the Flock Safety system can and can't do, but some in the community say they still have concerns.
According to the department, Flock is a network of license-plate reader cameras that capture license plate images to help with investigations.
