GALVESTON COUNTY, Texas (KTRK) -- The family of an inmate who was killed while in custody is calling for more charges to be brought forward in connection with his death.
According to court documents, former jail officer Skyler Chapman was charged with criminally negligent homicide in 2025 after he was accused of kneeling on inmate Saul Vargas' neck, causing his death in September 2024.
