These days, property taxes are just about the only thing Jane Lindsley is saving money on.

For the 72-year-old, the cost of everything - from gas and groceries to homeowners insurance and healthcare - have gone up.

So it was a welcome surprise when Lindsley, a retired bookkeeper, received her tax bill last fall to find the property taxes on her home in an unincorporated part of Hays County had shrunk by more than 40%.
