LUFKIN — Angelina County's newly expanded detention facility is generating revenue by housing inmates from neighboring jurisdictions, marking a significant shift in how the region manages its jail capacity.
The $14 million facility expansion, which opened in January, has positioned the Angelina County Jail as a regional solution to crowding problems. Sheriff Selman negotiated boarding agreements with Trinity, Polk, and Tyler counties, each paying $75 per inmate daily. The arrangement funnels the payments into Angelina County's general fund, offsetting operational expenses. A separate accord with Newton County operates under different terms, while preliminary discussions are underway to formalize an agreement with Nacogdoches County.
The expansion project received approval from the Angelina County Commissioners Court in 2023, following more than a decade of mounting capacity challenges. Selman indicated the facility had grappled with chronic overcrowding spanning 10 to 15 years before construction began. Federal assistance provided $10 million of the project's nearly $14 million total cost.
The additional bed space has enabled the sheriff's department to bolster its staffing levels, addressing longstanding resource constraints. However, Selman cautioned that the value of contracting with surrounding counties remains uncertain as a permanent strategy for the region's detention needs.
The inter-county arrangement represents a pragmatic response to persistent capacity pressures affecting multiple jurisdictions in East Texas, though officials acknowledge such cooperative solutions may prove temporary as each county addresses its underlying incarceration demands.
