Woman accused of not seeking help for child who ingested bleach at campground, instead binding her with dog leash

A 60-year-old Pennsylvania woman faces serious charges after authorities say she failed to seek emergency medical care for an 8-year-old girl who consumed bleach at a West Virginia campground, instead restraining the child and attempting to drive home.
Lisa Miller was arrested after Pennsylvania State Police stopped her vehicle and discovered the girl unresponsive and experiencing seizures. The child had been bound with multiple seat belts in the backseat. Emergency responders administered CPR at the scene, and the girl was transported to a hospital where she remains in critical condition.
The incident began at Big Bear Lake Camplands in Preston County, West Virginia, where court documents indicate the girl ingested bleach. According to witness accounts detailed in court filings, when the girl started vomiting blood, Miller allegedly wrapped the child's legs with a purple dog leash rather than seeking immediate medical attention. A campground witness who observed the girl's condition and smelled bleach in her vomit urged Miller to take her to a hospital, court records show. Miller reportedly responded that she intended to take the girl home and "lock her up" instead.
The witness provided law enforcement with additional details about the girl's condition, noting she was covered in bruises and appeared to have been struck. Court documents indicate the witness supplied police with videos and photographs showing the child restrained and unconscious in Miller's truck, as well as information about a concealer product in a purple tube allegedly used to hide injuries.
Police determined Miller passed two hospitals during her journey toward Pennsylvania before officers intercepted her vehicle. The witness also told authorities they would likely discover blood evidence in the truck and the concealer product Miller allegedly used to conceal bruises.
Miller faces charges of recklessly endangering another person and endangering the welfare of children by a parent or guardian under West Virginia law. A judge denied her bond, determining she poses a danger to the victim and other children. Her preliminary hearing is scheduled for July 28.
