MIDLAND, Texas (KOSA) - Midland ISD has filed a lawsuit this week challenging the state's school finance recapture system, arguing the problem runs deeper than the so-called Robin Hood tax that has been in place since 1993.

Since 2013, Midland ISD has sent more than $1 billion to the state through recapture.

This year alone, that figure is $83 million.
