The state of Minnesota filed a proposed temporary restraining order to prevent a U.S. Immigration and Customs Enforcement agent from being released from the Cameron County Carrizales-Rucker Detention Center as the state seeks to have him extradited to face charges for shooting a Venezuelan man earlier this year.
