The Brownwood Municipal Development District Board of Directors on Tuesday approved the new Partnership Assisting Vital Enterprise, or PAVE, Program, as well as a revamped Building Improvement Incentive program for the 2026-27 fiscal year.

With the next wave of construction from the City of Brownwood's Downtown Master Plan expected to begin in early 2027, the PAVE Program is a reimbursement program designed to assist eligible commercial property owners with permanent property improvements that support secondary customer access during the Downtown Streetscape Project on Fisk and Baker Avenues, while creating long-term value for Downtown Brownwood.

Up to $10,000 is available to commercial property owners, property managers with written owner authorization, and existing businesses located within the Downtown Streetscape Project area.
