The Department of Homeland Security says an illegal immigrant that was involved in a fatal crash that killed a Connecticut college hockey player, should not have been in the country after being deported twice from the United States.

What we know: The Connecticut State Police identified Ryan O'Shea as the deceased victim in an Oct. 16 vehicle crash when a pickup truck, being driven the wrong-way, crashed head-on into his vehicle on Interstate 91 in North Haven, Connecticut.

The pickup's driver, Guillermo Carmona-Lopez, was hospitalized with serious, life-threatening injuries.
