TYLER, Texas (KETK)-- The Texas Health and Human Services Commission (HHSC) and UT Southwestern Medical Center held a ribbon-cutting ceremony Friday afternoon to celebrate the opening of the Texas Behavioral Health Center in Dallas this summer.
