Did the president of the United States just allow an organization of the Federal Government to go against his word?

Didn't this president tell the citizens of Kerrville he would stand behind them during this natural disaster when he flew to Kerrville.

Or did he forget about the citizens of Kerrville when he stepped back on that plane and returned to Washington?
