Just two days after the Big Spring City Council unanimously approved a 10-year agreement with the Department of Homeland Security and Immigration and Customs Enforcement (ICE), The GEO Group notified city officials Friday that it is moving forward with Phase II of the detention facility development, representing an additional $410 million in planned investment.

The announcement follows Wednesday's special City Council meeting, where council members voted 7-0 to approve an intergovernmental service agreement with DHS and ICE, followed by a second unanimous vote approving a separate agreement with GEO Group to develop, manage and operate the Cedar Hill and Flightline detention facilities at the former Webb Air Force Base.

The agreement runs from November 1, 2026, through October 31, 2036, and is part of a larger project with a potential value of $2. 5 billion.
