Test scores are improving in Houston ISD.

But a newly released 81-page report raises a bigger question: What has changed inside the district's classrooms since the state took control?

The report, titled Diminished, Degraded, and Destroyed, comes from the Citizens Commission on the HISD Takeover, a community commission that collected testimony from parents, students, educators and other Houston residents.
