HOUSTON, Texas (KTRK) -- The City Attorney said the City of Houston is looking into whether to appeal a federal court decision that stops it from considering race when awarding contracts.

Houston's Minority, Women and Small Business Enterprise Program has been in place for more than 40 years, but a judge ruled that it unfairly discriminates against non minorities.
