TYLER, Texas (KLTV) - State lawmakers heard testimony on Tuesday about ways to strengthen county law enforcement and their ability to recruit, train, and retain officers.

"Constables are hurting for funding in Texas," said Chad Jordan, Hood County Precinct 4 Constable.

He mentioned that in counties eligible for the Rural Law Enforcement Grant Program under Senate Bill 22, over one-fifth of constables lack an agency-owned vehicle or ballistic vest.
