CAPITAL HIGHLIGHTS A federal judge has ordered the state to air-condition its entire prison system by the end of 2029, the Austin American- Statesman reported.

The Texas Department of Criminal Justice has estimated that could cost the state $1. 5 billion.

Nearly two-thirds of the 143,000 prisoners now held in Texas prisons do not have air-conditioning.
