(KGNS) - Laredo City Council members voted Tuesday, September 8, to direct city staff to amend the city's animal ordinance.

The vote follows a case in which police arrested a woman after a dumped dog was found severely restrained, with a rag tied over its head.

The update would strengthen rules on shelter, restraint and care.
