LAREDO, Tex.

(KGNS) - A 23-year-old man was arrested on a felony warrant after he allegedly used his phone to photograph under a woman's skirt at a North Laredo grocery store.

The incident occurred at 1:10 p.m. on April 2 in the 1900 block of NE Bob Bullock Loop.
