When people go to Texas Department of Public Safety offices to get, renew or change addresses on their state-issued identification cards or drivers' licenses, they are routinely asked if they wish the agency to send a voter registration application for them.
In fact, it's so routine that many people assume they no longer have to send in applications themselves when they make those changes.
