HARRIS COUNTY, Tx - Harris County Judge Lina Hidalgo is calling for a special Commissioners Court meeting to reconsider the county's use of Flock Safety license-plate readers, arguing that officials renewed the surveillance technology without a full public discussion or the additional oversight provisions contemplated at the time.

The push comes as some Texas communities reconsider their relationships with Flock amid questions about who can search the company's nationwide network, how vehicle data is shared and whether local governments have enough control over information collected on their roads.

In a Substack post, Hidalgo called on Harris County to produce a clear summary of its Flock contracts and how the technology has been used, hold a public discussion with experts and residents, and pause the program until stronger privacy and oversight safeguards are added.
