Proposed design guidelines for Houston's Norhill Historic District are headed back for review after the Houston Archaeological and Historical Commission voted Wednesday, Aug. 13, to rescind its conditional approval and create a two-member subcommittee to revisit the conditions.

The decision is the latest turn in a nearly decade-long process to establish neighborhood-specific standards for evaluating changes to properties in the historic district.

It also comes as Norhill homeowners are already navigating separate neighborhood rules adopted by the Norhill Neighborhood Association in 2025.
