(KGNS) - Laredo Animal Care Services is taking in roughly 7,000 animals a year - about 2,000 more than Corpus Christi, despite having a smaller population - and is operating with half the staff national guidelines recommend.

Funding falls short for key programsThe city's Trap-Neuter-Vaccinate-Return program, known as TNVR, is designed to stabilize the stray population and help stop the spread of diseases like rabies.
