PASADENA, Texas (KTRK) -- Five active lieutenants with the Pasadena Police Department filed a civil lawsuit late last month against Interim Police Chief Raul Granados.

It alleges that Assistant Chief James Holt should not have gotten his job under provisions of the Texas local government code.

Holt previously served as an officer with the Pasadena Police Department, but the lawsuit says he served as Pasadena Mayor Thomas Schoenbein's chief of staff before the police department rehired him in April.
