LAREDO, Tex.
(KGNS) -Laredo has no laws on the books regulating data centers, and city leaders are working to draft rules before developers bring proposals forward.
To buy time, a council member is co-sponsoring a moratorium - a temporary freeze on new applications - while the city establishes formal guidelines.
