Comal County has updated its Historically Underutilized Businesses (HUB) policy to include the Veteran Heroes United in Business (VetHUB) certification as of Oct. 22.
HUBs are defined as business enterprises that are majority-owned, managed and operated by one or more people who are socially and economically disadvantaged due to their identification as members of certain groups, including women, Black Americans, Mexican Americans and other Americans of Hispanic origin, Asian Americans and American Indians, the HUB policy states.
According to County Purchasing Agent Jose Davila, the Texas Comptroller of Public Accounts created the VetHUB designation in October of 2025, and while there are no mandated requirements for counties to amend their policies, it is a "good faith effort" to formally include the new designation.
