HARRIS COUNTY, Texas - Is Harris County really growing?

A Rice University professor said the numbers tell a more complicated story - and local businesses in Southwest Houston said they are feeling the effects firsthand.

Mark Jones, a political science professor at Rice University, said Harris County's population grew by just 1% last year - a figure he said challenges the county's recently approved property tax increase.
