LUBBOCK, Texas (KCBD) - The Haven Animal Care Shelter faced a critical decision after two puppies arrived in its care in critical condition following being left in a ditch."This was just kind of an unusual situation where you have that large of a vet bill," said Brenda Wilbanks, founder and executive director of The Haven.

Shelter staff rushed the puppies to emergency medical care.

The outcome during treatment was uncertain."Every day when they called us, we thought they were calling us to tell us they didn't make it," Wilbanks said.
