HOUSTON, Texas (KTRK) -- Texas must install air conditioning in all of its prisons by the end of 2029 under a federal court ruling that found extreme heat in the state's prison system violates inmates' constitutional rights.

U.S. District Judge Robert Pitman ordered the Texas Department of Criminal Justice to create and implement a plan to install air conditioning throughout the prison system.

His order says the work must be completed by Dec. 31, 2029.
